Meeting Called to Order:
Rich Hodge introduced himself and reported on the status of Leadership Lake Tahoe. The SLT Lodging Association has sponsored Rich in the class.
Tom Davis introduced our topic and speaker. TOT and Bruce Budman the City Financial Director.
Tom Davis: The City is owed delinquent TOT moneys and is actively pursuing the properties that are delinquent. He is proposing to the City Council and amnesty period until July 15, 2003 on additional interest. This is not applied to the criminal cases. Approximately $660,000 dollars are owed net the penalties and interest the total is $400,000.
The amnesty proposal includes that properties must stay current for the following three years.
The City needs support to get this done. About two years ago, due to budget, cuts the Financial Director position was cut. The City recently hired Bruce Budman to fill the position.
Bruce Budman: The City has been a little lax on collections in the past. Looking forward more emphasis will be placed on collections and audits should be performed at least every three years. Questions were asked regarding the withholding of business licenses, liens, garnishments, and attachments against delinquent properties. David Jenkins also mentioned that the City Attorney is reviewing two or three cases for criminal action.
Measure Z: When the City finds out what the State take away is from the budget then they will determine is the additional fifty cents is imposed on properties. They should have answers May 15th.
It was discussed why names of properties couldnt be published. The City Attorney is researching.
Bruce Budman answered questions about the monthly TOT reports. A couple of items: Possibly adding number of total properties and total reported during each period, perhaps making report more timely. The need for consistent reporting for Measure Z and TOT by all properties. The SLT Lodging Association created standards last year when discussing TOT issues.
We thought it might be appropriate to have Bruce Budman return this summer to report on progress.
Other Speakers:
SLT Chamber of Commerce: Installation dinner May 30 at the Horizon.
ATM: 2/3rd rolled out now need to determine start date. Possibly after Labor Day. The theme for the buses will be BLUE. Ken was asked for material to take to tradeshow and for guests to announce the service. Casino shuttle will be $1.00 each way and other routes in city $3.00 and county $5.00.
LTVA: Bill Chernock Passed out inserts from recent publications, Conde Nast, National Geographic Traveler. The cooperative partners are the four casinos at $100,000 each and other partners from $7,500-$20,000 levels. There will be a similar opportunity for the winter print campaign. However in winter Ski Lake Tahoe and Sierra Ski Marketing Council, NLTRA will participate so we have a lake wide insert. HD96 is putting together the new LTVA Travel Planner everyone should have heard from them to have an ad or listing. This is the LTVA primary response piece for information and tradeshows. The LTVA has seen a dramatic increase in requests for information since the new ads have been out. Celebrity Golf tickets are available for properties to package, see Sue Barton at the LTVA. The LTVA Board assignments have changed with the departure of Deb Howard, Chair and John Wagnon (term expired). The Chair is Joe Hasson, Vice Chair is Tom Davis and Carl Ribaudo was assigned the open seat.
